Where to report fraud in Greece — the exact channels

Match the channel to the problem. Online fraud → Hellenic Police Cyber Crime Division (hotline 11188 / gov.gr). A bank dispute → your bank first, then the Bank of Greece. A consumer/trader dispute → the Consumer Ombudsman. A cross-border EU purchase → ECC-Net Greece. An investment scam → the HCMC. For a fraudulent payment, also tell your bank immediately — that triggers your rights.

Online fraud / cybercrime (phishing, hacked account, online scam, deepfake investment, mule recruitment): Hellenic Police — Cyber Crime Division (ΔΙ.ΔΙ.Κ.). File an online complaint via gov.gr (“complaint for computer fraud”), call the 11188 hotline, or report in person in Athens or Thessaloniki.

A bank or payment dispute (unauthorised transaction, refused refund, fees): first, your bank’s complaints unit in writing. If that fails, escalate to the Bank of Greece (supervisory complaint) and/or the financial dispute-resolution (ADR) body. Doing this in writing, with reference numbers, matters.

A consumer or trader dispute (goods, services, unfair terms): the Consumer Ombudsman (Συνήγορος του Καταναλωτή), an independent ADR authority — free to use.

A cross-border EU purchase (a seller in another EU country): ECC-Net Greece (European Consumer Centre) gives free advice and help on cross-border EU cases, and links to FIN-NET for cross-border financial disputes.

An unlicensed investment firm or suspicious broker

the HCMC (Hellenic Capital Market Commission) — check its warning list and report.

Immediate danger or an in-person crime

police 100, or the EU emergency number 112.

For a fraudulent payment, do two things at once

  • Notify your bank immediately — this is what triggers your payment rights (the refund clock for unauthorised transactions).
  • File the police report — banks often require it, and it creates the official record.

Then keep everything: messages, screenshots, reference numbers, and the exact times. Acting fast and in writing is what makes the difference between recovery and a closed case.
